Introduction

Emma Meagher-Neville solicitor and Neal Horgan BL will discuss recent proposals contained in the Civil Reform Bill 2025 along with a specific look at without prejudice privilege in litigation. Minister for Justice Jim O’Callaghan in introducing the Bill said that it contains “civil reform measures that are likely to lead to more orderly conduct of civil litigation, cost savings for the parties, and the efficient use of court resources.”  These proposals will be analysed from a practitioners’ perspective.

Emma Meagher Neville

Emma is a solicitor with Ahern Roberts O’Rourke Williams & Partners in Carrigaline, Cork practising in the areas of medical negligence, personal injuries, employment law, family law and general litigation. Emma is a past president of the Southern Law Association and was an SLA nominated member of the Council of the Law Society of Ireland. Emma has lectured and tutored for the Law Society of Ireland in the areas of Civil, Criminal and Business law.

Neal Horgan BL

Neal qualified as a solicitor in 2012 and transferred to the Bar in 2019. He has a general litigation practice including criminal defence while specialising in licensing and sports law. Neal is a certified mediator with the Mediators’ Institute of Ireland and is on the committee of the Sports Law Bar Association of
